The Plastics Export Promotion Council (PLEXCONCIL), established by the Ministry of Commerce & Industry, Department of Commerce, Government of India on 15th July 1955, is a non-profit organization registered under section 25 of the Companies Act, 1956 (or section 8 of the Companies Act, 2013). It was one of several Export Promotion Councils (EPCs) launched by the Government to project India's image abroad as a reliable supplier of high-quality products to give a boost to the country’s exports. PLEXCONCIL is the apex body of the plastics industry in India and represents over 2,500 exporters who manufacture/trade-in plastics products ranging from plastics raw materials to semi-finished and finished items.

The Council is administered by the Committee of Administration (CoA) consisting of nominees from the Ministry of Commerce & Industry, Government of India and Ministry of Chemicals and Fertilizers, Government of India; as well as elected representatives from the export trade. The CoA comprises Chairman (1), Vice-Chairman (1), Regional Chairman (4), Panel Chairman (12), and other Members from all regions across Star House and MSME/SSI category (11). The Panel Chairman of twelve product panels of the council – Consumer & Houseware; Cordage & Fishnets; Floor Coverings, Leathercloth & Laminates; FRP Products / Composites; Human Hair & Related Products; Miscellaneous Plastic Products; Pipes & Fittings; Polyester Film; Plastics Raw Materials; Rigid Packaging & PET Preforms; Woven Sacks / FIBCs; and Writing Instruments – are headed by veterans and captains of the Indian plastics industry.

PLEXCONCIL is governed by the Memorandum and Articles of Association and administered by the Committee of Administration (CoA). The CoA is headed by Chairman. Executive Director assists in running the day-to-day affairs.

Products from the Indian plastics industry are exported to over 200 countries across the globe including top destinations like Italy, Germany, and United Kingdom in Europe; Nigeria, South Africa, and Kenya in Africa; Bangladesh, Nepal, and Sri Lanka in South Asia; Viet Nam and Indonesia in ASEAN; along with China and the United States of America.
